Byrnley Street Group is a boutique government affairs firm based in Washington, D.C. We specialize in federal advocacy, appropriations strategy, and grant development for clients who need results in the nation's capital but don't have the luxury of a large D.C. operation.
Our team brings decades of experience working within and alongside the federal government. We've built deep relationships across Capitol Hill, federal agencies, and the broader policy community — and we leverage those relationships to deliver tangible outcomes for the communities and organizations we represent.
We are deliberately small. This allows us to be selective about the clients we take on, deeply embedded in the work we do, and personally accountable for the results we deliver.

Ethan has over 10 years of experience helping companies, municipalities, and nonprofits navigate the policy and political environments in Washington, D.C. He specializes in interpreting government priorities into actionable short- and long-term strategies for clients to drive real results. Based in Washington, D.C., Ethan is a native of Utah and graduate of Utah State University.
Rob Bishop
Partner
Rob served 18 years in the U.S. House of Representatives as Congressman for Utah's First Congressional District, where he chaired the House Natural Resources Committee and served on the Armed Services and Rules Committees. Prior to Congress, he spent 16 years in the Utah House of Representatives, including as Speaker of the House. His decades of legislative leadership have given him a respected network of influence and deep understanding of the federal policy landscape.

Shule Bishop
Partner
Shule brings 19 years of legislative and government affairs experience spanning higher education, trade associations, and transportation policy. His time in Senator Orrin Hatch's D.C. and Utah offices provided deep insight into federal legislative processes, and he has a proven track record of delivering policy changes and securing appropriations at both the state and federal level. Shule holds a Bachelor's in Political Science from Utah State University and a Master's in English from Weber State University.
